BIS will provide an alternative to the FEC government concern that Bloggers must "identify" themselves as a media or non-media identity.

The commission notes that its current rules require a political committee to disclose this type of disbursement on its publicly available reports filed with the Commission....Should bloggers be required to disclose such payments? Should a blogger be required to disclose payment only if the blogger expressly advocates the election or defeat of a clearly identified candidate or solicits a contribution? The answer, ElectionMall Technologies, Inc. believe, is that regardless of the outcome of the hearings this week, an "identification" program is crucial for the rapidly growing ten million blogs worldwide.

The BIS will provide an independent avenue for bloggers to show whether they operate independently or in partnership with specific political parties or candidates.

Once registered through an on-line directory, a Blogger Identity Seal would appear on the homepage of web logs. By scrolling one's mouse key over the top of the seal, a reader would be able to see whether the director or the owner of the domain name of web logs received contributions from a political organization or candidate during past election cycles.
