The number of Americans seeking help for dental-related pain at hospital emergency rooms is at a record high, says Delta Dental of Oklahoma. Dental ER visits increased from 1.1 million in 2000 to 2.1 million in 2010 and cost the healthcare system more than $2 billion annually.

One Oklahoma company is helping to provide relief for those in pain. Delta Dental of Oklahoma has joined with other member companies of the Delta Dental Plans Association to contribute $400,000 to the America's Dentists Care Foundation (ADCF) to expand its capability to help provide free dental care for those in need throughout the country.

The American Dentists Care Foundation (ADCF) provides the portable dental equipment necessary to conduct free dental clinics across the nation. A dental "Mission of Mercy" is a two-day, free dental event where hundreds of local dental professionals volunteer their time to provide cleanings, fillings, extractions and other services to adults and children in need in their community.

ADCF currently has three trailers, each containing the portable equipment required to conduct a Mission of Mercy with 100 dental chairs. In some locations, there is not enough space or volunteers to conduct a 100-unit clinic. The $400,000 donation from Delta Dental member companies will be used to create a 40-chair equipment trailer, allowing for Missions of Mercy to be held in such areas.

Over the past 13 years, Mission of Mercy events have helped over 135,000 patients and provided nearly $76 million in free dental care. Since 2011, Delta Dental member companies have donated $1,097,000 to ADCF for equipment to expand their capabilities.

The 2014 Oklahoma Mission of Mercy was held February 7-8 at the Chisholm Trail Expo Center in Enid and provided more than $1.3 million in dental care to 1,465 patients.

The Oklahoma Mission of Mercy, which is co-produced by the Oklahoma Dental Association, Oklahoma Dental Foundation and Delta Dental of Oklahoma Oral Health Foundation, is held the first weekend of each February in a different city.

"Working in the addiction recovery community, I see Philip Seymour Hoffman's death as both a tragedy and a lesson," says Kiloby.

"The recovery industry should consider a total revamp of its methods and remain open to new, even unconventional, ideas in addiction treatment, especially given the low success rate of inpatient treatment. You'd be hard pressed to find a success rate over 30 percent in any inpatient facility," added Kiloby.

Research has shown an addict's mind is hardwired to crave his drug of choice. There are a multitude of studies showing how the reward center of an addict's brain undergoes significant changes, setting in motion an almost constant desire to use. Certain environmental, psychological and emotional cues can trigger the brain's desire to use, even after years of remaining abstinent. A short stint at a rehab center, even where there is no access to drugs during the stay, is often not sufficient to undo these changes in the brain.

According to Kiloby, "What Hoffman needed were simple, effective tools for dissolving addictive thoughts in the moment they arose. He needed something he could take with him after he left treatment and use every day, something more than just the will to stay clean, which is often just not enough. These tools are available, but there is resistance to change in the treatment industry. The development of these wireless technologies, many already commercialized or near market entry, comes as a "perfect storm" takes place, largely due to recent Federal legislation that can only be implemented in any practical sense by use of such technologies. The Patient Protection and Affordable Care Act, also known as the ACA or "Obamacare," will implement extraordinary measures to increase the efficiency and reliability of the US healthcare system, fundamentally changing the way physicians and hospitals keep records and interact with patients, and clearing the way for remote monitoring of patients.

Calif. Majority Leader Toni Atkins, 78th Assembly District, announced she will introduce landmark liability insurance legislation for California's Residential Care Facilities for the Elderly (RCFEs). According to Consumer Advocates for RCFE Reform (CARR), liability insurance for RCFEs is not now required as a condition of licensure. Atkins' bill is expected to require liability insurance for the approximate 7,500 assisted living facilities in the state.

This bill will provide an important and long overdue consumer protection for assisted living residents and their families. It is one of approximately fourteen assisted living reform initiatives that will be considered by California's legislature during the 2014 session.

In September and December 2013, the UT San Diego published investigative reports documenting abuses in San Diego assisted living facilities. The series, a collaboration between the UT San Diego and the California HealthCare Foundation's Center for Health Reporting at USC, shocked consumers and legislators statewide.

The expose has propelled RCFE reform to the forefront of long-term care advocacy groups throughout the state.

"This upward trend in the Asheville metropolitan statistical area is expected to continue for the next 25-30 years as Baby Boomers and their parents age," says Chris Comeaux, Chief Executive Officer.

By some estimates, 42.8 percent of Buncombe County residents are already either baby boomers or older, according to the Buncombe County Aging Coordinating Consortium in its 2013-1017 Aging Plan.

The awareness of this increasing need for hospice and palliative care is not new, says Comeaux.

Since 2007, Buncombe County remains under a directive in the form of N.C. Senate Bill 448 as one of six counties statewide with the particular need to place emphasis on the best ways to serve a rapidly changing, aging population. And by 2013, population estimates for Buncombe County grew from 217,000 to approximately 285,000, and the numbers of individuals aged 60 and over was expected to nearly double.

"Western North Carolina's efforts to meet the needs of its aging population may be put into perspective by the backdrop of the state's situation," says Comeaux.

"North Carolina's residents are also aging and experience higher mortality rates than the national average."

In 2009, the most recent year for which figures are available, 1.1 million, or 13 percent, of North Carolina's 9.3 million residents were aged 65 or older, according to the 2011 County Health Data Book of the state Department of Health and Human Services. This upward trend suggests a significant increase from the 10 percent, or 602,762 residents, in this age group in 1980.

As an additional consideration, the state experiences higher unadjusted mortality rate than the rest of the country, says Comeaux.

"The need increases daily for quality hospice and palliative care models, like those implemented by Four Seasons in western North Carolina, to become standard practice across the state."

According to the Guide, 820 residents died in North Carolina per 100,000 persons compared to 794 nationally in 2009. Additionally, North Carolina's overall age-adjusted death rate of 800 deaths per 100,000 was also considerably higher than the national rate of 741 per 100,000 persons in 2009.
