The location of Panama for this year’s annual conference reflects the country’s strides to make the democratic process more accessible to its inhabitants. About 13 percent of the country’s population currently uses the internet regularly, a number that is five times the average in 2000.
Currently, the president of Panama, Ricardo Martinelli, is attempting to execute his plan to bring free internet to even the most rural areas.
