POMPANO BEACH, Fla. -- Pompano Beach residents are encouraged to attend a special presentation about the McNab House & Botanical Gardens during a virtual Pompano Beach CRA meeting on Tuesday, September 15, 2020 at 1 p.m. The presentation will introduce Randy Hollingworth, Director of Landscape Architecture, Planning and Urban Design from the award-winning, international firm Bermello, Ajamil and Partners (B&A).

Hollingworth will explore potential concepts generally found in botanical gardens based upon his extensive experience in creating outstanding public parks and open spaces.

"Randy will be discussing a variety of space-compatible elements for potential inclusion in a botanical garden. This phase begins with a clean slate and no preconceived notions," said Nguyen Tran, Pompano Beach CRA Director. "We are excited to share the possibilities and to launch the public input workshops."

The McNab House, built in 1926, was moved from its original location on Atlantic Boulevard, when the owners sold the land for development. With the support of the Pompano Beach Historical Society, the Pompano Beach CRA saved the historic home, moving it several blocks to McNab Park, with the vision of transforming the home into a restaurant and the surrounding land into a botanical garden. The goal of the McNab House and Botanical Gardens project is to continue economic growth with the East CRA and Atlantic Boulevard corridor. Activation of the park will encourage more pedestrian activity and create a unique attraction with park elements for residents and visitors to enjoy.

"There is tremendous potential for the McNab House & Botanical Gardens to become a premiere attraction in Broward County," explained Hollingworth, who is a Partner at B&A, the Miami-based firm that is contracted to design the botanical garden. "During this presentation, we will not be focusing on specifics, instead exploring an array of visual concepts that have been successfully implemented in similarly-sized urban parks and open spaces. I join this project with no preconceived notions, just stunning possibilities. And I look forward to robust public input leading to the creation of an amenity-filled botanical garden."

The Pompano Beach CRA offered multiple public meeting opportunities during Phase 1 and is tentatively targeting November 2020 for an initial community stakeholder meeting to discuss the design process.

The City of Pompano Beach Community Redevelopment Agency (CRA) was created in 1989. It has two dependent districts: Northwest CRA and East CRA established by City government for the purpose of carrying out redevelopment activities that include reducing or eliminating blight, improving the economic health of an area, and encouraging public and private investments in a CRA district.

The Northwest CRA District covers an area of about 3,084 acres encompassing a large part of the western portion of the City between Atlantic Boulevard and Copans Road generally west of Dixie Highway. The Pompano Beach CRA is funded through Tax Increment Financing (TIF). The funds are collected as property values increase and a portion of that increase is captured by the Agency. TIF raises revenue for redevelopment efforts without raising taxes.

Tennessee’s 1st Democratic Nominee Blair Walsingham Announces the ‘Freedom Grant’

EIDSON, Tenn. -- Blair Walsingham, Democratic Congressional nominee in Tennessee's 1st District will award two "Freedom Grants," $500/month for one year to district residents. Walsingham says that her Freedom Grant, not dependent upon a vote for her, is intended to "empower individuals to move beyond survival." If elected, she will seek legislation for a Freedom Dividend, a monthly basic income of $1000 to Americans 18 and over.

Walsingham says that corporations thrive on benefits from tax dollars, and says, "It's time for taxpayers to thrive too." Walsingham cites direct cash distributions by Dolly Parton following the Gatlinburg fires, and per capita distribution in the nearby Eastern Band of Cherokee Indians, as models of basic income. "In the EBCI, this practice improved quality of life and increased opportunity," says Walsingham, who interviewed Principal Chief Sneed for her podcast.

While basic income plans vary, Walsingham's plan is universal. "This dividend unites Americans with a shared benefit of citizenship," she says, pointing out that while her plan could eradicate poverty, the advantages are not just for low income households.

"Middle class Americans," adds Walsingham, "are suffering from debt and healthcare bills." A common rationale for basic income is automation in the workplace, which the McKinsey Global Institute says may eliminate 73 million jobs by 2030.

Interest in basic income has grown during COVID-19 after Congress passed a round of stimulus checks. A trial UBI in Stockton, Calif., showed that recipients increased spending on food by 12% from the same time last year.

More money in the hands of Americans means more spending. Walsingham says we can "replace the cycle of poverty with a cycle of prosperity," and that her campaign's Freedom Grant initiative is a step in that direction.

If elected, Blair Walsingham would be the first Democrat to represent Tennessee's 1st District in over a hundred years.

Seattle Company, Oscilla Power, Developing Breakthrough Approach to Recharging Underwater Vehicles

SEATTLE, Wash. -- Oscilla Power, Inc. is proud to announce the receipt of a $200k grant from the US DOE to further develop technology that enables autonomous underwater vehicles (AUVs) to recharge themselves using ocean waves. In this Small Business Innovation and Research (SBIR) project, Oscilla Power will collaborate with Lockheed Martin, through their Rotary and Mission Systems group, to explore how this capability can be incorporated into their AUV and UUV systems.

AUVs are now seeing significant use across a wide range of marine applications and the AUV market is projected to grow rapidly at a compound annual growth rate of 20.8% to over $1.6 Billion by 2025. However, the capability of an AUV is limited by its battery capacity. An NREL report noted that there were a number of key advantages in increasing the amount of power available, particularly the ability for longer duration missions. Oscilla's technology offers the ability for the vehicle to recharge its batteries using only the environment, potentially enabling unlimited range and duration.

According to Balky Nair, President of Oscilla Power, "The development of a capability that can be integrated into commercial AUVs to provide enough power to recharge the on-board batteries could be potentially game-changing for ocean science and military operations."

Solar panels have been used previously for AUV recharging, however, this approach suffered from very low power and constrained operations to daytime only. A significant advantage of using waves for this purpose is that ocean waves are more than 100 times more energy dense than solar, allowing for much higher power to be produced. AUV's spend the majority of their time working at depth so higher power is advantageous to minimize surfacing and recharging time.

Oscilla expect to demonstrate a fully working laboratory prototype early next year. If successful, Oscilla plans to work with Lockheed Martin to progress to a full ocean demonstration shortly afterwards, with the ultimate objective of transitioning the technology to commercial and military platforms.

5. Create a bold and beautiful Civic Commons atmosphere with a grand Boulevard or promenade in the area which currently predominantly features governmental institutions, a theater, offices and schools.
6. Attract private investment to transform underutilized parcels and industrial space into a future industrial arts area with maker's spaces and repurposed co-working spaces.
7. Develop a complete streets initiative along 163rd Corridor to create an area that invites residents to stroll the neighborhood.

Dogs Trapped in Hot Cars – The Sacramento SPCA is Helping Keep Pets Safe

SACRAMENTO, Calif. -- As the Sacramento region heads into an extremely hot week, one local animal welfare organization is taking action to help animals left in hot cars. The Sacramento SPCA is providing thermometers to all animal control officers in Sacramento County in an effort to prevent animals from suffering and dying in hot cars and to hold those who caused this suffering accountable.

Each year police and animals control officers in our community respond to hundreds of calls about animals - most often dogs - left in hot cars. These are reported by Good Samaritans who hear the animals crying for help or, in the worst cases, notice an animal that has passed out or stopped breathing. California law now allows these Good Samaritans to break into the vehicle under certain circumstances.

"We need the community to know that there are consequences to leaving an animal in a car - no matter the reason," said Kenn Altine, CEO of the Sacramento SPCA. "The consequences for the animal are horrific," he said, "but too often the person is not held accountable."

Altine said the thermometers, which are certified tested and calibrated, will allow the animal control officers to accurately capture the ambient air temperature in the vehicle as part of their evidence collection.

"By having a reliable and accurate recording of the temperature using a certified thermometer, we can better hold the people accountable for their actions," said Sacramento County DDA Hilary Bagley-Franzoia. The Sacramento County District Attorney handles cases of animals left in cars.

They've already had several cases this year, including an animal who was left in a car where the temperature reached 130 degrees, causing the animal to have seizures, neuropathy and to bleed through its skin and paws. Forty-five minutes after the animal was freed from the car, its internal temperature was still 108 degrees (normal body temperature for dogs and cats is 101 to 102.5 degrees).

Mental Health Awareness License Plate Winning Design

LAFAYETTE, Calif. -- BeingwellCA, a California 501(c)(3), submitted the initial design for the Mental Health Awareness License Plate to California Department of Education for DMV review.

The winning design was selected after a statewide contest held for high school students. Winning artist Anshuree Banerjee took her passion for art to create meaningful imagery for the new Mental Health California license plate.

"I wanted a design that clearly included California as part of the solution and was positive about mental health," said Anshuree, a student at Dougherty Valley High School in San Ramon, California.

"This license plate has the potential of raising millions of dollars for student mental health which are so desperately needed in the post Covid-19 school environment. And it does it without raising taxes," said Graham Wiseman, CEO of BeingwellCA.

"Wellness Centers with Caring Adults have proven to be a key in early intervention. A 12-year University of Michigan study reported a reduction of youth deaths by 660%! We need these in all schools." (JAMA Psychiatry, Feb, 2019)

California Senator Steven Glazer (7th District) is the author of SB1223 (4COLIN) that authorizes the Department of Motor Vehicles to issue a specialized license plate for Mental Health Awareness. Funds raised by the Mental Health License Plate will go to the California Department of Education for Mental Health Wellness Centers in California Schools. Due to Covid-19, this bill will carry over to 2021.

National Fallen Firefighters Foundation, National Law Enforcement Officers Memorial Fund and MAGLITE Partner with Pedestrian Safety Institute to Promote National Traffic Safety Awareness Month

ONTARIO, Calif. -- The National Fallen Firefighters Foundation (NFFF), The National Law Enforcement Officers Memorial Fund (NLEOMF) and Mag Instrument, U.S. Manufacturer of the iconic MAGLITE(R) flashlight, have partnered with the Pedestrian Safety Institute (PSI) to drive awareness of the deadliest days of the year for pedestrian and traffic fatalities in the Month of July.

July has been designated National Roadside Traffic Safety Awareness Month because of the spike in accidents and fatalities during that time of year. According to the National Highway Traffic Safety Administration a pedestrian was killed every 88 minutes in 2017, now that number is even higher.

6,283 pedestrians were killed in 2018, an increase of 3.4 percent from the previous year and the highest number in 30 years. A research paper by noted economist and author Jay Prag of the Drucker School finds that pedestrian injuries and deaths from accidents cost the United States economy more than $60 billion in 2018 alone. The vast majority of accidents and the highest percentage of deaths (up to 75% according to some studies) occurred at night with poor visibility and distracted driving being major contributing factors.

"Pedestrian deaths exceed those by drowning and motorcycle accidents; exceed deaths by food borne illness in the US; and exceed deaths by tetanus, diphtheria, and whooping cough combined. They even exceed the combined deaths in home fires, boating accidents, and commercial airline accidents each year. If pedestrian deaths were a disease, drug companies would be searching for a cure," said study author Jay Prag.

Roadway hazards abound for the first responder. Traffic volume and speed, distracted drivers and the additional distraction caused by a roadway incident leave firefighters and others working the scene highly vulnerable. As of June 8, 2020, 20 first responders have been struck and killed while working vehicle incidents this year. Dozens more have been injured, with an even higher number of near misses predicted to be occurring daily.

"The National Fallen Firefighters Foundation joins with other agencies in calling for all drivers to remain attentive, slow down when approaching an incident on the roadway and safely move over to give first responders the best opportunity to do their work and return home to their families," said Chief Ronald J. Siarnicki, Executive Director of the NFFF.

We urge people to stay safe and be particularly vigilant around this deadly time of year and of course - carry some form of illumination at night," said Tony Maglica, Founder and CEO Mag Instrument, Inc. COVID-19 Response Shines Light on Need for Civil Liberty Protections: California Organization Drafts Bill to Fix Health and Safety Code

SACRAMENTO, Calif. -- In an effort to protect the right to body autonomy, California Health Coalition Advocacy (CHCA) has drafted legislation that would protect the right to refuse a long list of medical and non-medical interventions issued by the California Department of Public Health and Governor Newsom.

The organization points out that in the midst of the COVID-19 pandemic, there has been an onslaught of Governor's orders as well as an unusually high number of intrusive County Health Department ordinances. The breadth of powers granted, especially to unelected officials in county health offices, has surprised legislators and county supervisors.

Local Health Officers, who are not elected by their county constituents, have taken broad control of the response to this pandemic and created ordinances that come dangerously close to, if not outright, violating the right of Californians to decide how they manage their personal health choices.

"The right to refuse is based on fundamental constitutional principles. The sovereign nature of people necessitates that they be free and independent in all aspects of their life, liberty and the pursuit of happiness without interference from governmental power structures, and these inalienable rights need perpetual protection," said Diane Miller, who drafted the bill's language and who is also an attorney and Legal and Public Policy Director of National Health Freedom Coalition. This bill would ensure that the right to refuse stays intact.

CHCA's "Personal Rights During Infectious Outbreak and State of Emergency" bill would add Section 120137 to the health and safety code. Its main accomplishment would be to establish the right to refuse requirements and restrictions recently experienced by Californians.

The bill language stipulates the following: "... individuals retain the right to be free and independent and maintain their inalienable and fundamental rights including but not limited to the right to refuse the following activities whether for direct response or prevention: medical treatments or procedures; testing; physical or mental examination; vaccination; experimental procedures and protocols; collection of specimens; participation in tracking or tracing programs; the wearing of masks; the maintaining of measured distance from other humans and animals that is not otherwise unlawful; and the involuntary sharing of personal data or medical information."

"The power of California's Public Health Department has increased unchecked since the mid-90s. With the pandemic, the extent to which the local health officer can restrict the civil liberties of individuals has become apparent," stated Valerie Noble, president of CHCA. "They have the authority to take possession of a living body, destroy property and pets, and take any action they deem necessary, whether or not those actions are evidence-based. Furthermore, a person who refuses to comply with an order is guilty of a misdemeanor, punishable by fines and imprisonment. It is of utmost urgency that the rights of individuals during disease outbreaks are defined and protected."

California Health Coalition Advocacy is actively seeking a legislator to author their urgency bill.
