Flagstaff USD Expands Synergy Solution to Include LMS with Assessment

Napa Citizens Rally to Halt Walt Ranch Deforestation/Development Project!

NAPA, Calif. -- Napa County citizens and Defenders of East Napa Watersheds will rally in front of the County Administration Building at noon on Friday, November 18, 2016, Forests Forever announced today. This occasion is the first day of hearings on the appeal against the Walt Ranch project.

The proposed Walt Ranch consists of 35 parcels on 2,300 acres in the hills seven miles northeast of Napa. Much of the property is covered in ancient oak woodlands that remain unspoiled and essentially unaltered by human activity. Thousands of years ago, the land would have looked much the same as it does today.

Unfortunately, the oaks standing on the Walt Ranch are an obstacle for Craig and Katherine Hall, who intend to replace them with wine grapes. Their vision for the property would permanently destroy a land that is both beautiful and serves valuable ecological functions. The project would remove 24,000 mature trees and re-grade existing slopes to make room for vineyards, holding ponds and 20+ miles of all-season gravel roads. The fragile wild land straddling the Milliken Creek and Capell Creek watersheds is to be sacrificed for the private gain of a very small number of people.

According to an article published Aug. 8, 2016 by the Napa Valley Register (http://napavalleyregister.com/news/local/city-of-napa-walt-ranch-reach-agreement-on-water-quality/article_5a001e40-4601-5ded-89f5-e2433aefe313.html), the City of Napa estimates it could cost its water ratepayers $20 million to deal with agricultural pollution from this single project.

The water division manager recently wrote to the County to assert that "nutrients and other wastes in its agricultural storm runoff or irrigation drainage 'could affect' - and indeed will affect - the high-quality municipal drinking water supply that the City obtains from Milliken Creek, which runs through the project site before entering the City's Milliken Reservoir less than a mile downstream."

In another smaller, rural community surrounded by the project (Circle Oaks), its water district faces the prospect of running out of water because Walt Ranch would use two-and-a-half times as much water as the community annually - water from a shared aquifer.

Walt Ranch is, by far, the single largest deforestation project planned for Napa County. Other projects are in the pipeline. The continued amputation of forests in high-functioning, healthy watersheds, throughout Napa County favors the short-term financial gains of a few developers over the health of current and future generations.

Property owners have rights, but not to the detriment of their neighbors' rights. For Napa's political leadership, it's business as usual. They're intoxicated by the wine industry's success, blinding them to its destructive force happening today, and obscuring their vision of the long term, sustainable care of our precious shared natural resources.

CARR Presents Paper at GSA’s Annual Scientific Meeting

SAN DIEGO, Calif. -- Christina L. Selder, Principal Investigator and co-founder of CARR (Consumer Advocates for RCFE Reform) presented in the Assisted Living Issues of Quality and Translations to Nursing Homes session of the Gerontological Society of America's (GSA) 2016 Annual Scientific Meeting being held November 16 - 20 2016 in New Orleans, La.

Her presentation, entitled "How Can Quality in Assisted Living Be Measured," reports on the methods and findings of the County of San Diego's innovative program to develop a rating system for assisted living facilities.

The County contracted with CARR to conduct a six-month pilot program to develop a rating system tailored to reflect compliance with California's Title 22 regulations for Residential Care Facilities for the Elderly (RCFEs). The RCFE rating system provides consumers with easy access to objective information and context about care and services delivered to residents.

The rating system developed is grounded in original research, understandings, and insights about California's Department of Social Services, Community Care Licensing's citation practices and protocols.

California's Department of Social Services, Community Care Licensing has regulatory oversight of nearly 7,500 RCFEs. This agency is responsible for conducting inspections, complaint investigations, and other related oversight visits, and generates public records publishing the findings of the state's assessment of facility compliance with the relevant Title 22 regulations.

Ms. Selder holds a MS degree in Gerontology from San Diego State University, and is an accomplished speaker on California's assisted living care model, as well as an experienced researcher in RCFE public records.

The Second Spirit Releases Debut EP ‘Modern Life’ – Dream Saturated Indie Rock Electronica

LAS VEGAS, Nev. -- The Second Spirit, an indie rock project, just released its debut EP, "Modern Life," a five-song album, and its first single, "Rescue Car," which personifies the physicality of love through a retro vibe, rock and roll groove and cool, fuzzy guitar leads.

"Since it's my first album, I wanted to demonstrate my broad range of influences," Matthew Victory Warren, songwriter, producer and busker says. "The album can't be characterized by one category. I combined songs that fit into different genres. For example, 'Rescue Car' is more garage post rock; 'Modern Life' is more Glam Dreampop Electronica, and others have more of a folk influence."

Part psychedelic, part post-rock, the album's most cinematic side is filled with lush and memorable sonic backdrops that add a sense of depth and emotion to the tracks. On the flip side it gains immediacy and energy from earnest rock and roll influences, hinting at genres as diverse as garage, post-punk and alternative. It steps into Dreampop and Shoegaze genres too.

Victory sings and plays guitar on all the songs. Other album contributors include Leigh Sogoloff, Justin Stills, Lance Miller, Jeff Johnson, Vinnie Castaldo and Joey Hennigan.

To fund his love of music, Victory once sold peanut butter and jelly sandwiches from his window with a pulley basket and pull chain bell. Since then, he's discovered his compositional identity and now embraces his love for classic song-writing, alternative rock and dream-pop, and emphasizes the textural quality of the music as well as the melodic and lyrical components of it.

He says he's been influenced by and collaborated with numerous peers, including producer, Phutureprimitive, downtempo project, Snout Music, rapper, Dey La Magia, and artist, Alex Higgins of Alex and His Meal Ticket.

Victory can often be found playing songs on his pulsating, blue, electroluminescent guitar in the streets of Las Vegas. His clever songwriting and performance ideas simply make people smile.

KIRKLAND, Wash. -- The long-term care insurance market seems to be in turmoil thanks to rate increases, waning consumer demand, and carriers exiting the business. Pessimism prevails, but not for ACSIA Partners, one of America's largest long-term care insurance agencies. The company is quite bullish, in fact. "We're looking for 150 new agents," says Denise Gott, CEO. "We need them right now to handle current need and projected demand." What's going on?

The company is not immune to the industry turmoil. "Our traditional business, individual LTC insurance, has temporarily levelled off," she says, "but it's still substantial and continuing; and two new segments are surging: hybrid care solutions and worksite plans."

Hybrid solutions are annuities or life insurance policies with long-term care riders. They are based on tangible assets that may be tapped to pay for care when needed. This has several advantages that make them attractive buys:
* Premiums can never increase.
* Benefits cannot change.
* Funds not used for long-term care go to beneficiaries tax-free.

Also, "It's easy to add a care rider to instruments the client needs anyway, like a life policy or annuity," says Gott.

Worksite plans are group or multi-life plans that offer long-term care protection as an employee benefit. "They're in demand because they appeal to both the company and the employee," says Gott.
* The plans bolster employee effectiveness and earning power. In the absence of LTC plans, long term care issues cost American industry $29 billion annually in lost productivity, according to a study by the MetLife Mature Market Institute. And employees jeopardize their income when they have to assume care duties.
* The plans offer multiple tax benefits. Premiums can be 100% tax-deductible to a business. For employees, premiums are not considered income, and the benefits received are generally tax-free.
* Economies of scale simplify everything. For example, there is relaxed health screening; and group rates keep premium costs down.

"Advantages like these make worksite LTC a no-brainer," says Gott. "And we think it could become as common as group healthcare, which has become the norm for most employers."

"Overall, for businesses as well as families, the need for LTC solutions is enormous," says Gott. "That's why we're so bullish."

Also, Gott predicts that the traditional LTC insurance business will start growing again fairly soon. "There are products out there, already developed, but sitting on carriers' shelves because the near-zero interest rate environment makes them uneconomic. As soon as interest rates start going up again, it's a whole new ballgame."
