STUDY: Linking Prevailing Wage Standards with Housing Reforms Would Close Affordability Gap and Save Taxpayer Dollars

SACRAMENTO, Calif. -- A brand new study by construction industry research non-profit Smart Cities Prevail shows that linking prevailing wage standards with proposed reforms to streamline new housing development would close the affordability gap, save state and local governments tens of millions of dollars annually, and disproportionately benefit communities of color.

Overall, the study notes that it takes 13 percent more workers today to match the residential housing output that California enjoyed just twenty years ago. This steep decline in productivity has been matched by a 25 percent decline in inflation-adjusted blue-collar construction wages (the median wage is just $35,000 per year) and housing prices that have soared as high as 54 percent in the Bay Area.

"A productivity renaissance will be necessary to produce housing units in the numbers that will noticeably shave what Californians pay for housing," said study author Alex Lantsberg. "Studies have repeatedly shown that the best way to realize that goal is by incorporating prevailing wage standards."

Prevailing wage is a minimum wage for blue-collar construction work that reflects local market rates for different skilled crafts. Long associated with stronger economic outcomes and more local hiring, most research shows that prevailing wages have no significant impact on total project costs because they promote higher skilled craftsmanship.

This triggers increases in productivity and efficiency as high as 15 percent, reduced reliance on taxpayer funded public assistance programs, and prevents workforce shortages by helping to fund the apprenticeship programs that are used to meet California's construction workforce training needs.

Using industry standard economic impact analysis, the study notes that if California's multi-family residential construction industry resembled the rest of the construction industry on wage standards, it would:

* Increase incomes of blue-collar workers by more than $1 billion.
* Boost state and local tax revenues by at least $55 million.
* Save taxpayers at least $30 million on public assistance expenditures.

"Fully 40 percent of California's blue-collar construction workers now qualify for taxpayer subsidized housing and these workers are mostly people of color," Lantsberg added. "It's clear that failing to incorporate prevailing wages into reforms that streamline housing development will only exacerbate the affordability gap for the workers who build these units - particularly in high cost coastal communities."

With the Affordable Care Act facing an uncertain future, Lantsberg's analysis shows that 38 percent of full-time, blue-collar construction workers currently have no health care coverage and their Medicaid reliance is twice the national average for non-supervisory production workers.

According to Economic Census data, California's 2014 Affordable Housing Cost Study and other federal data sources, construction wages and benefits comprise just 15 percent of total residential housing costs-substantially less than contractor earnings and developer fees (18 percent), and less than half the cost share of equipment, materials, fuels and purchased services (34 percent).

Importantly, Lantsberg notes that neither labor costs nor materials have driven the increase in California's housing prices. Since 1992 the construction industry's gross operating surplus, or profits, have increased 50 percent more than either materials or construction labor.

"The suggestion that labor costs hinder the construction of more housing supply is simply not supported by the facts or the financial realities of the industry. With housing prices and profits soaring, the industry is well positioned to invest in productivity and affordability for its own workforce. We can make good progress towards both objectives by incorporating prevailing wage standards into a housing development streamlining package."

Winners of the award included Reverend Thomas Pfaff for his work with Goodwill Industries and local interfaith organizations in Sarasota, and Julie Leach for her tireless efforts on behalf of the Westcoast Black Theater Troupe.

Bishop Henry Porter honored Sheila Martin-Askew, who partnered with the Westcoast School to start a gospel chorus in Malaysia, with a "Heart of Gold" award.

Other "Heart of Gold" honorees included Jarvie Hutcherson of Beverly Hills, California, received a "Heart of Gold" award for his work with the Multicultural Motion Picture Association, and educators and ministers Bishop W. James Brown, Dr. Marthenia Dupree, Amy Campbell and Sharon Cook were also recipients of the award.

Longtime supporter of the Westcoast Center for Human Development and the commencement speaker at the school's 2015 graduation, civil trial and personal injury attorney David L. Goldman sponsored the banquet and attended the festivities.

It is an honor for any dance studio to have one piece make it through to the finals, but an absolutely amazing achievement that the NDT dancers will have the chance to compete with all three of the beautifully choreographed pieces! Awarded a spot in the finals are a classical piece (from Haydn), a contemporary piece (entitled Sand), and a high spirited boys' contemporary piece (from Broadway's "Five Guys Named Moe").

"Everyone at NDT is beyond proud of all of our dancers for this incredible accomplishment," said Ernie Prinz, NDT Company Director. "The dedication and work that the NDT dancers, teachers, and choreographers have put into creating and perfecting these pieces is truly wonderful."

Youth America Grand Prix (YAGP) is the world's largest global network of dance. By the time the YAGP finalists arrive in NYC for the April finals, there will have been preliminary competitions in over two dozen cities worldwide featuring thousands of dance pieces. To date, over 50,000 dancers have participated in YAGP's workshops, scholarship auditions and master classes worldwide.

In addition to the accolades the NDT ensemble pieces received at the regional YAGP competition, three NDT dancers who entered as soloists in the competition were recognized with scholarships and other awards. Erin Aslami, a native of Tenafly, placed in the top 12 in both the Senior Classical Soloist and Senior Contemporary Soloist categories and was offered a scholarship to the UNCSA summer program with an invitation to the UNCSA undergraduate program. Cecilia Hernandez placed in the top 12 in the Junior Classical Soloist division and Lillian Smith was invited to the NCSA Summer and Full Year program. Both young women are residents of Teaneck.

NDT is proud of the students who have worked so hard in their classes and the accomplished teachers who have helped shape these beautiful young dancers.

New Cooking App Teaches Kids, Parents and Families Recipes, Nutrition, Health and Wellness through Comics and Animation

YOUNGSTOWN, Ohio -- Black Streak Entertainment, LLC has developed a new mobile cooking app that has changed the way kids and families cook, eat, and view food called the Black Streak Kitchen App. Through this app, the company publishes recipes in the form of comics featuring their original characters that teach kids, teens, parents and families about cooking, nutrition, world cultures, health and wellness.

"There is a need for our app and comics amongst American families and youth," says company CEO, Terry L Raimey. "Parents are cooking less and feeding their families more fast food and takeout. This, of course, has led to rising rates of obesity, type-2 diabetes, and hypertension in adults and even children. Black Streak Kitchen's goal is to teach kids and families how to cook delicious meals, and inform them of the nutritional benefits of the ingredients within each recipe presented."

Black Streak Kitchen accomplishes cooking and nutrition education through comics, animation and the company's free mobile app.

"Using comics and animation to teach cooking makes the information fun and easy to remember," says company President, Justin Raimey. "I'm the comics and animation artist, as well as the app designer, so it was important for me to make the artwork as fun and appealing as possible while keeping true to our message of culinary education, health and nutrition. Think of Black Streak Kitchen Comics as a cooking show, except, the recipes are being presented by comic book characters."

Justin and Terry have even recruited world-renowned celebrity chefs Ed Harris, Robert "Chef Stew" Stewart and Ethan Taylor to write recipes for Black Streak Kitchen Comics and present their recipes within the comics as Black Streak Kitchen Character Chefs.
